Are you making a statement about something or asking a question about it?

Did you notice the change in word order? In the question, the word order is inverted. This is fairly common in Czech and is the basic word order for statements and questions.
However, Czech has somewhat freer word order in English. So how can you tell? Well, intonation plays a pretty big role. Statements tend to have a falling intonation, while questions tend to have rising intonation.
